Business Units

The NEB is structured into five business units, reflecting major areas of responsibility: People & Communications Services, Strategy & Analysis, Applications, Operations, and Corporate & Information Solutions. In addition, the Executive Office includes two other teams providing specialized services: Legal Services[1] and Regulatory Services.

[1] Legal Services is accountable to the Chairman and Board Members for the provision of legal advice. It is accountable to the Chief Operating Officer for administrative matters.

Regulatory

Strategic Leader - Sandy Lapointe (sandy.lapointe@neb-one.gc.ca) became Business Unit Leader, Operations in August 2007. Before this appointment, she was Business Unit Leader for Applications since July of 2002. Ms. Lapointe joined the Board's former Environment Branch in 1992 as an Environmental Specialist and has held various positions. Prior to joining the Board, she worked for an environmental consulting firm in Edmonton.

Sandy Lapointe holds a Bachelor of Science Degree in Agriculture from the University of Alberta.

Applications

The Applications Business Unit is responsible for processing and assessing most regulatory applications submitted under the NEB Act. These fall primarily under Parts III and IV of the NEB Act, corresponding to facilities and tolls and tariffs applications. It is also responsible for other matters such as the financial surveillance and financial audits of companies under the Board's jurisdiction and addressing landowner concerns.

Business Unit Leader - Jamie Kereliuk (jamie.kereliuk@neb-one.gc.ca) became the Business Unit Leader, People Communications Services in early 2011. Before his appointment Mr. Kereliuk worked in a variety of positions throughout the Board including, Environmental specialist, Security & Emergency Management specialist and has led teams in both Operations and Applications business units. Mr. Kereliuk also Chaired the Canadian Standards Association Canada wide standard for Security Management in the Petroleum and Natural Gas industry. Prior to joining the Board in 2003, Mr. Kereliuk worked as a consultant to the Oil & Gas industry, and with Alberta Environment.

Operations

The Operations Business Unit is accountable for safety, environmental matters and security pertaining to facilities under the NEB Act, the COGO Act and the CPR Act. It conducts safety, security and environmental inspections and audits, investigates incidents, monitors emergency response procedures, regulates the exploration, development and production of hydrocarbon resources in non-accord frontier lands, and develops regulations and guidelines with respect to the above.

Business Unit Leader - Patrick Smyth (patrick.smyth@neb-one.gc.ca) assumed the position of Business Leader, Operations in May 2011 after acting as Business Leader in Applications for one year, and leading several compliance teams within the Operations Business Unit at the NEB. Prior to joining the Board in 2007, Mr. Smyth worked with the BC Ministry of Energy and Mines, and the BC Oil and Gas Commission in various leadership capacities.

Patrick holds a Diploma of Technology from the British Columbia Institute of Technology, and a Commerce degree as well as an MBA from Royal Roads University.

Strategy and Analysis

The Strategy and Analysis Business Unit is responsible for the monitoring of energy market developments and the development of the NEB's regulatory program. The Business Unit comprises six teams (Energy markets, Energy Supply, Energy Trade, Energy Demand, Regulatory Approaches and Regulation Development), and is accountable for the Board's processes related to import and export of energy, the NEB's energy information program which advises the Board and Canadians on energy matters, the development of regulatory approaches, regulations and guidelines.

Business Unit Leader - John McCarthy (john.mccarthy@neb-one.gc.ca) became Business Leader, Strategy and Analysis in 2008 after several years as Business Leader of Commodities and Business Leader, Operations. Mr. McCarthy has held a variety of positions with the Board including Director, Pipeline Engineering Branch, Chief Safety Officer and Chief Engineer. He is currently also serving as the NEB's Chief Conservation Officer under the Canada Oil and Gas Operations Act. He holds a Bachelor of Engineering degree in Mechanical Engineering from Carleton University and a Master of Business Administration from the University of Calgary.

Business Integration

Strategic Leader - Business Integration - Ed Jansen (ed.jansen@neb-one.gc.ca)

Ed Jansen became Strategic Leader, Business Integration in December 2011. Mr. Jansen is on a two year executive exchange from ATCO Pipelines where he recently held the position of Vice President, Regulatory and Controller. He has held various Financial and regulatory positions within ATCO over 23 years of service. Mr. Jansen held’s a Bachelor of Commerce degree from Carleton University and has a Chartered Accountant designation.

Secretary and Regulatory Services

Under the leadership of the Secretary of the Board, the Regulatory Services Team is accountable for high-level hearing administration and regulatory support.

Sheri Young (sheri.young@neb-one.gc.ca), Secretary.

Sheri Young has formally joined the NEB as our new Secretary of the Board effective 1 March 2012.

Sheri has accumulated almost 10 years of public service experience through senior level positions held at the Canadian Food Inspection Agency, the Canadian Human Rights Commission, Elections Canada, the RCMP, Health Canada and the Public Health Agency of Canada (PHAC). Her most recent position prior to joining us from Ottawa was that of Director of Field Services Training and Response, Office of Public Health Practice, PHAC. Prior to her time in the federal government, Sheri was President and CEO of a communications firm and managed a staff of 20 employees for 14 years.

Sheri has extensive experience in government programs and policy, as well as in providing strategic advice to senior management. Furthermore, she holds a Bachelor of Arts degree with a major in Political Science from Carleton University, as well as a Bachelor of Journalism degree from Ryerson University.

People and Communication Services

The People & Communication Services Business Unit is responsible for providing coordination and organization-wide leadership in key areas to ensure the NEB remains relevant and successful in a dynamic environment.

Tracy Sletto - Business Unit Leader (tracy.sletto@neb-one.gc.ca) who joined the National Energy Board in 2011, has experience with strategic planning, policy development, and public administration. Prior to joining the Board, she worked with the federal department of Western Economic Diversification Canada in Calgary, and for a number of years before that, she worked with the Government of Saskatchewan.

Ms. Sletto completed a Master of Public Administration at Queen's University, and a Bachelor of Arts from the University of Saskatchewan.

Corporate and Information Solutions

The Corporate & Information Solutions (Business Technology, Finance, Facilities and Procurement Services, and Information and Document Services) is responsible, in partnership with clients, for developing, implementing and supporting strategies and solutions to enhance business outcomes. Included in this responsibility are information management, finances, and assets. The Business Unit includes Board-wide computer systems and services; materiel and facilities management; contracting; library services; corporate records management; financial management; translation; and document design and production.
